94 ranger 3.0 idling rough

It could be. The egr injects exhaust into the intake manifold. But it can only do this at certain times. It has to be closed during idle, or the exhaust gas will make it run rough. Take the egr off and look at it. It may be stuck, or it may be clogged with carbon, making it leak a little bit into the intake.
The sensor that tells the computer what's going on is either on top of the egr valve, or it is a pressure sensor mounted in the exhaust feed line going to the egr valve.
Possibly a good cleaning out, and a little penetrating oil will get it working again if it's the problem.
