Here we go, Ford over timing chain issue SOHC!!!! Help!!

I just took my 99 Explorer XLT SOHC (69K miles) to the dealer to find that the timing chain, guides & tensioner need to be replaced. And this is after the 00M12 recall work was done at 15K miles. Although I've read otherwise, the dealer told me timing chains can go any time after 40K.
I've read other forums/threads on this topic and seen the topic of creating a petition or call for a formal recall (specifically for the Ranger I believe). Who should be contacted and where? Start at the dealer? Contact Ford directly?
Between what I've read on the forums this sounds like a huge problem that never really got fixed.

OK I have recently developed this problem on my 2000 Explorer Sport. I bought the truck used about a year and a half ago with 76,000 miles on it and it now has 88,000. I took it in this past weekend as was told about the timing chain and tensioners. I suspected as much after reading this thread. My question is what is the warranty info on this? I have read a few different in this thread. From up to 72k, 100k, feb of 05 or that it isn't covered unless you have an ESP of some sort. They quoted me an est of $1300 and I want to know what my options are before I call them back. By the way this site is great... alot of great information.

I took my 98 in with the same problem,,, i took it to 2 dealers and the second one told me the problem ,, in Canada its covered up to 170000 kms,, they replaced everything free of charge.. timing chain ,, tensioners,,, cassettes , ,guides you name it ,,, I even phoned Fords head office and pissed them off over my bad service from the other dealership...it is covered,,cause if the cassette goes or the tensioner it eventually wrecks everything else.... Fight them,,,,,, if i could find my receipt from it i'd send it too you... they need to back up their product,,, I won,,

The Original 4.0 Sohc Motor Was Designed Poorly.the Tensioner/guides Were Actually Made Out Of Hardened Plastic To Cut Down On Cost.after A While They Start To Stress Crack/stretch Causing The Noise.when We Repair The Concern At Our Dealer We Warrantee All Of It Under 80k Miles.we Get It As As Kit That Includes All Tensioner/guides And Are Actuall Made Of Reinforced Nylon(holdup Much Better)and If Out Of Warrantee We Charge Approx.750.00 To Include 4 1/2 Hrs. Of Labor.

Has anyone replaced these tensioners themselves? I just bought a 97 Explorer with 83K, and it did not make noise when I looked at it initially, but it sounds like a diesel when it is cold. The sound seems to be coming from the front of the engine. I have rebuilt cars and engines before, and plan to take it on myself.

Hi a friend of mine has recently started hearing noises exactly the same as if the timing chain tensioners are loose or the guides are broken. We origionally thought it was a cam folllower that had got stuck. He has given it to me to repair. Does anyone have any info or step by step guide (pics also helpful) on how to do all three tensioners, guides and chains. My explorer is the 4.0 litre version but is right hnd drive as i live in the uk but this should make no difference. I just bought a 1999 ford ranger 4x4 4.0l V6 ext cab. I've been reading alot of these posts over the past couple of days and have a question. Is there a way to find out what recalls/updates have been done to my truck, and what ones still need to be addressed? I have 73,000 miles on the truck and it's in great condition. I just want to make sure it's all taken care of.
