Reclined Seats

I've got a '95 F-150 with the high back bucket seats, and for some reason I can't get them to stand strait up. It feels to me like they're always in the slightly reclined position and I was wondering if thats normal or if there's a way to fix it. Also the arm rest on the driver's side won't stay tight no matter what I do.....any suggestions would be greatly apreciated....thanks
