Has the dealer you purchased this from been unable to provide you with service?
First, do just what it says. Check the connection to make sure its completely plugged, on both ends of the cable. Its a tight fit on some vehicles and needs to seat entirely on the connector.
Then make sure your battery is in good condition and no accesorries are turned on. No radio, headlights, not even the door open (which will turn on the overhead light).

Make sure you pulled the correct fuel system fuse. I had the same problem when I did mine. I've also heard a blown cigarette lighter fuse can cause that.

A blown cigarette lighter fuse will make it look like the Microtuner is dead (nothing on the screen).
