Is it required to have a muffler in Cherokee County?

Actually, it's my brother in law's grand marquis, it's a 1988 and the muffler fell off due to rust He just wants to pass emissions/inspection cheaply, so I didnt know if I could just to a side exit turn w/o a muffler so it's not exiting right before the wheels under the car. Sounds like I'll be putting a glasspack and exit before the rear wheel is what I'll be doing. He doesn't care about sound.

i am running a 460 with straight pipes and if I stay off the gas while passing a cop I am fine. I have passed one in the parking lot before here in Fayetteville and the cop stopped me to look at my truck! lol
