What does the tube going into the cat converter do. Can it be eliminated? I am about to install dual exhaust and dont want to buy to cats. On some mustange H-pipes I notices just a tube welded into the exhaust pipe for this hose, is it just got a hole under the tube or is there something inside the pipe?

that tube going into the catylitic converter, is from the smog pump, the smog pump pumps air into the catytic converter, it makes the catylitic converter perform better, you can eliminate the smog pump and tube, this is an emmisions device, you may have to check the emmisions laws in your neck of the woods.

removing some of these devices may also interfere with engine performance being yours is late model with all the elctronic stuff,
mine is an early model truck, very simple, i removed the smog pump and tube, it runs just the same.
smog pump(a.k.a thermactor system)

my main concern is keeping the computer happy. I think the x pipes on the mustanges have the little tube welded to the exhaust pipe which is in place of the cat and the tube hooks back up just like if the cat was there and the air would get pumped into the exhaust pipe.

Ron, your'96 has OBDII, which means among other things that removing the cat will screw up the sensor readings and cause the engine to run very badly if at all. You can replace the cat with a high flow unit, or live with the stock one, but removing it, aside from being unlawful under Federal statute, is very counterproductive.
