fuel system problem 94 F250

I have a 94 F250. Originally the back tank quit working and the front one worked but didnt start right away so I changed the fuel filter. After doing this the front tank stopped working and the back tank started working. Drove it for about two months and now the back tank is quiting. After it sits for a while, like overnight, it wont start right up. If I turn the key on to accesories where you can hear the pump, about 5-10 times it starts right up. And if you shut it off and immediately start it, it starts right up. If i leave it off for say 5 minutes it will start then die and then you can click it to accesories a couple times and it will start up. When it runs it doesnt sputter. It seems like the fuel pressure is lost or something as it sits and by clicking the key a few times it builds back up. Would this be the pump going bad or something else? If you switch to the front tank it dies, so I assume that pump is bad? But like I said when you click the key over you can hear the pump?
Thank you very much for any help.

I would say that you may have a problem with the switching valve on the frame. It may not be completely switching tanks.
Also, you have a fuelpump on the frame and one in each tank, so make sure you listen at whichever tank that you are trying to use.

Thanks for the help. Do you know where the valve and external pump are located? Are these that hard to replace myself?
Thanks again

the valve and pump are mounted on the driver side frame rail
