my 99 EXPY has a loose antenna mast.

Its the base thats loose.

If it were attached with a threaded nut, I would say that the nut was loose and needs to be tightened.

I dont have a mirror, so I cant see under the lip on the fender.

Is this thing held on with a clip?
If so, how do I tighten it?

Are there any special procedured?

Remove the antenna mast with the appropriate-sized wrench. The antenna base is covered with a contoured plastic cap that is clipped to the base. I tried to pry the cap off with a thin blade screwdriver, but the cap is so well clipped to the base, I finally had to resort to cutting it off making a few vertical cuts with a razor knife. New caps are available from the dealer for a few dollars. Once the cap is off, you will see three or four sheetmetal screws that hold the base to the fender. Tighten at your whim!
