Master Cylinder/Brake Booster Question

Master Cylinder/Brake Booster Question
I've got a '65 F250 with vac assisted brakes. I believe all is factory/dealer original. Since I've owned it brakes have never worked properly. Always seemed to hold pressure to the point that brakes would eventually lock. Went through usual suspects and changed wheel cylinders etc. all of which didn't correct the problem. Narrowed it down to the master cylinder however while installing the new one I've realized that the pushrod on the booster sticks out too far. It seems that that's what has been holding pressure on the brakes and causing my problem. My question though is has any one encountered this problem with a replacement m/c? According to what I figure, I'll need to shorten the pushrod by more than 1/2 inch. Also, all the specs I've found show the pushrod should stick out right around 1" from the booster and mine does. It just doesn't make sens that I'd have to shorten it that much. Am I overlooking something else??
