7.3l powerstroke Abnormal readings at data link connector

I have a 2001 F250 super duty 7.3l. I have a problem with engine loping at start up, smooths out to rough idle with momentary throttle advance. Then it has low power, runs rough/misses on trying to drive. CEL comes on after start up and while running, CEL off KOEO. Can't get my ACTRON CP9125 O.B.D.2 PocketScan to link,displays " no link ". Went to three different parts supply stores and they tried their scanners. First two were small and they said had no codes or said they couldn't pull them. OReillys scanned with a Bosch scanner and got "no link". He suggested blown fuse at cig, pin 16 of DLC. Fuses were good. Further testing of DLC using your, FTE forum article with Payson' s OBD 2 data link... jpg produced the following results: abnormalreadings at data link connector. Pin 2,4,5,10,13 and 16 were correct for both key states as described in article. Pin 7 however is way off. Where keyoff voltage should be 1.5 volts a Fluke DVM reads 5.38 volts. When checking pin 7 KOEO voltage should be 4.0 volts but I measure 8.1 volts. I believe this maybe why the scanners isn't linking. I can't troubleshoot without codes. Visual inspection of I.C.P. Sensor indicates oil leakage with oil into the connector. Disconnecting sensor doesn't fix problem. Engine starts/runs the same. I ordered new I.C.P and pigtail today but don't think that will fix my problem. I can hope, but I still need to get my data link connector repaired so I can pull DTC' s for proper diagnosis. We pull our" live in" fifth wheel and need to repair asap. Any help would be greatly appreciated.

Do you have power to your cig lighter and/or power-port?

Just an idea but bumping this since no one responded.

checked fuse first

As stated, I checked fuse at O'REILLY's when first trying to get scan. It was good, cig lighter working.
I went home to further troubleshoot the "no link" condition. Found what appears to be abnormal readings at DOC.

last sentence should be 'Found what appears to be abnormal readings at DLC'. Additionally, pin 16 of Data Link Connector measures a constant 12 volts.
