Removal of the SPOUT will let the Ignition system work at base timing if the PCM Computer is keeping it from having spark.
It may or may not run like this but you can check for spark this way.
But I like to unplug the PCM Computer vs removal of the SPOUT in case the PCM Computer is stopping the spark by way of the PIP wire.
For base timing the the PCM Computer is not controlling the timing if the SPOUT is removed. This lets the the engine run while setting the timing to 10deg BTDC. Then you plug the SPOUT back in to check to make sure the PCM Computer will control the timing.
The timing should move to somewhere around 20*BTDC. This is all done with a timing light hooked to #1 spark plug wire, the front most spark plug on the passenger side.
