The bushings aren't to hard or expensive to replace. The arm itself if it's surface rust spray some rustoleum on it and move on. If it's bad then replace.
My dad lives in MN, his Bronco radius arms got so rusty he could stick a screw driver through them. He replaced them. He said the front end did not feel right, and that's why he checked them out. He drives like he's 40 years older than he is. I'd have likely snapped an arm with them in that condition.
My old mounts were cracked and rusty. New Dorman units fit fine, used poly bushings to firm things up some. Replace the arms if questionable, in my opinion. Unless the truck just needs to be retired anyway, some Midwestern trucks are scary rusty..
