So I am lost
This is a 1993 Bronco, correct?

Something is seriously amiss. How long have you had this Bronco?

Something is a miss I know that but why would the clutch engage when the truck is off? That means that the control is somehow being powered even when the truck is off

Perhaps the previous owner did some serious rewiring or the fuse block is comprised. At this point I would try to pull it out to see if it is melted on the backside as well as look for signs of spliced wires.....lots of them.

It has to have attaching hardware or clips some place. The last time I had to do that was 20+ years ago on my 2nd 1979 Ford truck.

It was a repo rescue that needed some TLC. 25 years later it's still going.
