3 speed column rebuild help (spacer)

I am new here and have done some research, but cannot find the answer to my issue.
i am rebuilding a 65 3 on the tree column. i have all the parts from dennis carpenter so confident I have all the right parts.
the spacer in the middle is giving me fits.
How do I install this washer
from what I gather it goes in turns 90 to lock in, but do I do this prior to putting the shaft in or after
also what direction should the cut out on the spacer be oriented.
Fordification article says one way, but I saw a Y tube video where the person did it the other.
I have tried both and neither seems to work
i have tried installing all parts and then turning washer prior to installing tube and that did not work.
i know i am doing it wrong so rather then bang my head any help would be appreciated

What washer are you referring to?

yeah, i see that after i read it again. Its the spacer #7336 on exploded view. If anyone can walk me through how to install the stack. my understanding is that I am supposed to put the spacer in and turn it 90 degrees to lock it in. which direction? when do I do this before or after the tube is inserted or does it matter. I am assuming, since there is a cutout on the spacer it should go in a specific way. thanks in advance for any help

I found a local mechanic who specializes in Classics, hopefully he can figure this thing out.
He will probably get done in no time.

7336 is the sleeve that fits between the 1st/reverse & 2nd/3rd selector levers on the column.

yes sir, that is correct
according to research I find (good article in fordification) that spacer goes in and it is supposed to turn in the column to lock it in.
If you are looking at the column the opening for the linkage is left to right and this spacer goes in with the cutout facing down and then it is turned so the cutout is facing to the right. I just dont know at what part of the process I am supposed to do this with the shift tube connecting all the components or before I slide the shift tube in.
I have tried both ways and it does not work
This is where I am stumped.

I thank anyone in advance for any insight
