usually not getting a firm pedal means air in the line .. but not always
if you did replace the wheel cylinder then bleed and bleed ..
if just pushed it in and replaced hardware then there wouldn't be air in there and it's just one of two things .. something isn't properly assembled in the shoes or hardware .. or the ratcheting adjuster is still too far in ..
i would first jack it up and spin the wheel with your hand and adjust it out until you are feeling slight resistance .. then back it up a hair .. so it free spins barely ..
once the ratchet wheel is right .. don't forget to seat the new shoes / pads by getting up to 55 and braking hard to 5 mph .. do not stop .. at any time while seating the brakes .. never to 0mph until the brakes have cooled down ..
but get to speed then nearly stop but roll .. and back up to speed .. nearly stop and roll .. repeat 8x be careful at 7-9 you may experience brake fade and can boil the fluid if you take it too hot .. smoke and burning smell is not uncommon during this procedure .. generally i feel some fade at 8x and call it good .. and drive for 15 minutes keeping out of the brakes to allow them to cool .. and park on a flat spot and engage gear and keep off the park brake for the first cool down ..
this keeps your brakes from glazing .. makes them stop much better .. wear much longer .. and handle heat better ..
