The engine pumps the fuel, not the tanks. Fuel delivery has nothing to do with fuel gauge operation. Well, technically they're related in that the selector valve opens/closes which supply feeds the fuel pump. So if it's RUNNING off the front tank, then the selector valve is most likely good.
Grounding the wire will make it read past empty. Disconnecting the wire, opening the circuit, will make it read past full. Here - http://userpages.chorus.net/elephant...nkSelector.pdf - is a diagram of the fuel gauge / senders / selector; this one is for OBS but bricknose are similar enough.
