I'm pretty sure enough air is out of the rails by now - assuming the IPR and ICP sensor work (aftermarket or OEM?).
Questions 1 through 5: With the ICP sensor plugged in, is the ICP reaching 500 PSI?

Sorry for no response, I didn't see the second page,haha, and I was super busy.. It has a little over a 1/4 tank. I dont have the tool to test the psi. Should I be giving it gas when I try to start it? I was told not to. Today was like 75 sunny and dry out, I got like 6 chug-a-lugs today and it sounded like it really wanted to start for me. I'll try fuse #30 tomorrow. The IPR was BWD and the ICP aftermarket.

You pushing on the fuel pedal will not do much except make your foot tired when trying to start it. Is it possible that the foot on your fuel sending unit is broken off and not reaching the fuel in the tank? Have you had stalling or sputtering problems in the past when at or near a 1/4 tank of fuel?
One word of caution for the 7.3, they are notorious for only liking OEM/International sensors. You can/should use a cheap version if you have to get by, but for long term use get OEM from RiffRaff, Diesel O-rings or the stealership.
