I have a 1995 F150 4x4 .It has push button high and low 4x4. The high side works but the low side won't activate. My question is there a electronic module under the dashboard that controls this or is it something else? What is the electronic control called ? Anyone out there I need help

 

The control system will not allow shifting into or out of 4Low on the fly, vehicle must be stationary with the trans in neutral.

 

The control module is located behind the right cowl kick pad - at least it is for the '96 model. I think the '95 is the same. This might help - from the '96 service manual:
