Windex (ammonia) works great at neutralizing, likely to be on hand in the garage already.

What might clean the paint in the engine compartment? Its white but not very clean looking and when I used dawn, it still looks dirty.. its not grease per-say. When I had the grill out I washed the area behind it and it only half way came clean..
