front turn signal bulb 2000 expy

Just a little confused: is it necessary to remove the housing to change the turn signal bulb? The instruction in the owner's manual isn't very clear. If removing it is necessary is the screw on top the only thing to undo to get housing out? Thanks for any help.

Yes it has t come out and I believe there are 2 bolts on top, correct?
