Power Steering or brakes?

I noticed some red fluid around what appears to be the power steering pump? I forgot to take pictures, so I'll do my best to explain. It's on the driver side, pretty low on the frame just inside the fender well. It looks like steering pump as it has a long linkage that runs to the passenger side and then back to the driver side wheels. Would a mechinal humming and vibration (more like a feeling of back pressure or humming) through the brake pedal at low speed, usually below 30 with foot on the brake, be related to this or am I looking at two separate issues. The humming and feeling through brake pedal is not constant, sometimes I never notice it. I'll update with pics or video if I remember and if it's needed.
