A, no chips anywhere.

B, chances are you aren't putting enough load on the engine to get the radiator hot. If it's blowing warm air, you are getting warm water in the engine, but it may not be the 190F which it takes to open the thermostat.
If it's freezing outside, unless you are driving at 60MPH or more, you may get it hot enough.
I know that last year, when I had a truck with a digital gauge, I'd stop at a stop light and the temps would actually start dropping below the thermostat close point - from driving at 180-190F down to 160F in just the minute spent waiting at the light. Of course, it was like 15F out, but...

You can take some cardboard and actually block off half the radiator, or get a removable 'cold front' piece of canvas/mesh which blocks air flow.

I've even removed the fan for the winter months; it does work as long as you aren't driving loaded(trailer over 3K lbs) at low speed for any distance.

 

my van will nearly not warm up in 20* weather unless doing some work pulling for 45 min or so if I don't block off bottom half of radiator, if the block heater doesn't work find a garage to barrow or heat lamp or magnetic oil pan heater, properly functioning glows should start it.. heat helps..
