That carb should have a choke open diaphragm on the top back side of the carb choke butterfly choke plate. It has three little 1/4"hex head screws on it's cover plate. Now when that diaphragm fails it won't open the choke all the way an it causes a vacuum leak also.

Most of the time the vehicle becomes undrivable when it fails.

These automatic chokes seem to also need adjustment for summer & winter conditions.
They can almost lock closed in very cold weather an for this reason, I like the manual choke over the automatic ones.
