This can also be caused by springs that are too weak or missing on the centrifugal advance under the rotor cap. You can check that, take the dist cap off and then grab the rotor and twist it and let go. It should go back to it's home position with a snap. If it's stuck or sluggish, take the rotor off and see what's going on underneath.
