Ford Escape 2013 breaks

I'm very confused after my last maintenance service at Ford Planet in Brampton. I'm not expert on cars but after driving for over 45y I can have opinion.
I wonder if anyone of you will agreed with me:

On last service mechanics resurface rotors but didn't changing braking pads.
Rotors was badly worn.
In my opinion they should change pads after resurface rotors.

Am I right?
Appreciate any opinion.
