What's causing this buildup in my intake

That coating is normal. You always have some little wisps of oil smoke that come from the engine up into the intake when you stop the engine.
And you do also have a breather hose for the PCV valve, this hose is before the throttle body blades, the PCV valve is after the throttle body blades on the vacuum side. So the PCV valve sucks the bad stuff out of the valve cover/crankcase, and fresh air comes into the other hose after the air cleaner but before the throttle blades. That other hose can get some oil in it when the engine gets older and has a lot of blowby, and can also have some oil in it if the PCV valve is not sucking like it should.

This is not fuel residue but blow by residue. The feed air for the PCV system is in the air filter housing. You are getting a bit of blow by out the feed air inlet and it is coating the intake system. Nothing unusual in a higher mileage engine to see some crud on the inside of intake system.
