I would suggest that when you receive the intermittent wiper setups that you open up the wiper governor (black boxes) and look the solder connections over really good.
The components soldered to these boards don't have much support and their leads and/or solder joints are often broken. If this is the case, the delay function and the wiper low speed setting generally won't work, leaving the high setting as the only function that does work.
The joints are easy to resolder and almost always restores proper function of the wiper delay modules.

The inside of the delay governor (little black box) looks like this. (This delay setup from an '87 model Ford truck --it went on the '72 F100 Sport Custom I was recently working on).
As it turned out, the solder connections on the delay module were good and I didn't have to resolder anything but, the soldering iron was there on standby when I opened the box up.
