2014 F350 parking brake issue

I replaced my parking brake shoes, new hardware, new rotors, new adjust levers, and the first cable that wraps around the pedal.
My parking brake goes right to the floor. Other than the two star adjusters that move out the bottom of the shoes is there another one?
It seems like the cables just aren't pulling enough. Nothing seems broken in the pedal and the mechanism is working.
All new parts are from the dealer and were looked up by the vin

Any help would be appreciated

Have you looked at the cable Y, where the left and right ones join? left side of the frame near the middle I think. There are a couple of places where the cable end or cable jackets can slip out of their stops and it will make the whole thing go slack.

Yes I've gone over the cables from one end to another. I've replaced the first cable and measured the second long one. Inspected the Y and compared it to a new F350 everything seems normal
