They make rust converting spray. I'd try that and just monitor it to make sure it doesn't get worse or anything like that.
Yeah I have that on my 2000 driver's door. I used rust converter and an acid brush. Wire brush it good, wipe it off, brush on the rust converter, let it dry, prime and paint. It's on the inside but was looking like dirt on the outside bottom edge. Looks okay after a year.
