93 4x4 gas tank

Hey guys. I just picked up another 93 F150. It is set up pretty much exactly like the 2 wheel drive version I bought earlier this year. Unlike the 2x this one only has one gas tank. The manual says its 16.3 gallons but I have put about 10 tanks of gas in it and the most I can get in it is 14.4 gallons and that is with the truck below the red and just barely making it into the gas station. Where is the other 2 gallons and can I swap a bigger gas tank into the truck? Thanks

I did but I want to keep my tire under the truck. The bed is too small for the tire.
