Fuel bowl won't fill

Changing my fuel filter out just a minute ago. Got the bowl drained and took the old filter out and cycled the key to the on position to fill the bowl bit it won't do nothing. It doesn't fill it. I had to manually fill it up. Truck is running fine. No issues. Could my electric pump in the tank be bad?

There's no electric fuel pumps in our trucks.

I thought there was one in the tank and then the mechanical one. What would cause the fuel bowl not to fill then?

Fuel bowl wont fill up unless you crank the engine since the cam lobe moves the plunger on the pump up and down

Fuel pump is dual stage, low pressure to bowl and high pressure to heads 45-65 PSI

So what's the proper procedure to changing these fuel filters? Do you drain it, pull the filter and then crank it until it fills the bowl?

why can't you just pull it out and put the new one back in?

Don't drain the bowl unless you are cleaning it out.
If you drain it, you can fill it back up or crank it over for a bit to refill
insert new filter slowly so it wont over flow

Drain, install filter, crank to fill/start. DON'T fill the bowl completely before installing the filter; it'll obviously overflow. Even if you partly fill it first, it's a guess how much you want to fill it to avoid it overflowing when you install the filter.
