97 PCM Diagram C154 & CTS Voltage Issue

97 PCM Diagram C154 & CTS Voltage Issue
I have a 1997 Econoline E Super Duty - V10 Chateau Camper (Econoline / Club Wagon) that I need a pin diagram for the PCM (which from what I see is the C154).
I have code P0118 - Engine Coolant Temperature Circuit High Input.
Live data shows -40 for ECT
Changed CTS, no fix still coding and -40 live date.
Checked voltage on Red/White is 11.10 volts, on the White/Red is grounded. Now from what I see there should only be 5 volts in the line.... Any help would be great!
Used jumper between the two connections, no change in the live data -40 still, which it should have pegged to high. Tried to short to known ground, no change either.

Okay using this I was able to check the voltage at the ECM for the coolant temperature sensor pin and that is showing 11.8 volts, as is at the harness for cts all my reference material said it should only be 5 volts can anybody tell me what causes this and how to correct this situation? Or does this engine run 12 volts instead of 5 on that circuit.
