1991 F-150 XLT Lariat 4x4 ABS light and brake light on
I have read and read forums and I think I know whats wrong but want to be sure. I found wire to test ABS under drivers side on the main wiring going thru the cab. I turned my key to the on position, and waited and the the red brake light comes on and the Rear Anti-lock comes on. I then hooked my test light to ground and then stuck other end of light into plug. The Anti-Lock light flashes 4 times. The code says that the ABS Valve is closed. My question is, can this be disassembled and cleaned and put back on? It is kind of expensive to just try and hope it solves the problem. My Cruise Control also quit when this all started when the 2 lights came on and stayed on. I have checked brake fluid, plugs on ABS Valve and master cylinder, I did put new shoes, rotors, and manual lock outs on front but only thing the back needed was shoes adjusted up. I pulled drums and shoes looked like new so this all has me going in circles. Any help would be GREATLY appreciated.

Typically when the red brake light is on, caused by low brake fluid or sticky float in the master cylinder, you cannot retrieve the RABS codes.

Some key points:
Whenever the yellow REAR ABS light comes on during normal operation, a flashout code may be obtained to aid in problem diagnosis. If the vehicle is shut off before the code is read from a RABS-I module, the code will be lost.
NOTE: If the red BRAKE light is also on, due to a grounding of the fluid level circuit (perhaps low brake fluid), no flashout code will be flashed and the REAR ABS light will remain on steadily. Top up the brake master cylinder reservoir before attempting to read codes.

Looks like more than one problem. When the red brake light is on that indicates the fluid level sensor is low enough to provide a ground path to turn on the lamp. By removing the connector there is no longer a ground path. Verify the sensor is not shorted to ground or stuck at the bottom.
You may be able to read the RABS codes by fixing the red brake issue or simply unplugging the connector to read the codes.
You may have damaged the RABS control module with the fog light install.
