I would check for voltage at the light switch terminal that the yellow wire connects to. It should be hot at all times.
This seemed to be the correct answer. I turned the headlights back on and off again, which seemed to get the horn power back. Took a break from working on the truck for a bit, but was finally able to get everything back together again and the new horn is working fine now
