According to the wiring diagrams, the wire that goes from the light switch to the horn pad is solid yellow, the wire from the horn pad to the horn(s) is blue w/ yellow stripe.
I would check for voltage at the light switch terminal that the yellow wire connects to. It should be hot at all times.
