4R100 Troubleshooting making sure I covered basics

2001 F350 7.3 355k on truck and around 100k on transmission is what i was told when i bought it.

Just needing to make sure Im not missing anything. So I pulled codes 0743 and 0741. OD light flashes on gear shifter all the usaul signs. Trying to park or back out then go forward after warm up truck looses RPMs and tries to die. So I read through all the post for the troubleshooting and think it is a solenoid pack but wanted everyone opinion.

I ohmed from PCM pulg to solenoid pack.
1 to 2 21.1 ohms
1 to 3 21.4 ohms
1 to 4 OL
1 to 5 OL then cleaned plug and got 21.8
11 to 12 4.9 ohms
7-8 OL

Before i cleaned the plug I tested end to end on 4,5,7, and 8. So wires 4 and 5 good ang finally got readings on 5. 7 and 8 seem to be no good.
Are the reading usually close to the lower end or maybe the rest of the pack is going bad? And with 1 to 4 OL be safe to say that a pack change be needed. Any ideas or anything I missed would be great before I tear it down.
