What does the core support rubber flap do?

What is the rubber flap for that mounts to the bottom of radiator core support? Did all trucks have this? Is it just suppose to hang down?

Sorry about the bad picture, the sun was causing issues.

It is supposed to be tucked up behind the bumper.

It's supposed to keep rocks and other debris from flying up and hitting your radiator or condenser.
