yes they don't rust through fast but they do pick up iron and then start to rust slowly with high iron content water like in NYC
Well it couldnt be worse than what I had... took a corded half inch drive dewalt 5 minutes to knock them off... They were so badly rusted.

Does that second bolt go threw the frame aswell? Obviously the first one goes threw the already threaded hole in the frame rail. thanks Kyle

Yes, both of them go through. Sorry, had to check 2 trucks at work to confirm along with mine.
