98 expedition engine surging

I have a 98 expedition. It drives fine, power is good but as soon a stop and the engine idles it begins surging badly. I have two codes, P1131 and P1151 both of which pertain to O2 sensors. The auto parts guy thinks it would be strange for all O2's to go out at the same time and suspects the mass air sensor. Does anyone have any thoughts on this?

Probably a vacuum leak in the intake or PCV system.

If there is no vacuum leak you can try cleaning or replacing the IAC valve.
