Return line must go to the tank. Best to route the line to a low point to avoid foaming and attend to tank venting carefully
when he said low point, he meant to put it back into the tank with the end of the return down at the bottom of the tank so the returned fuel is put straight into the fuel in the tank. if it is at the top of the tank it can aerate the fuel in the tank when it splashes in.
