No, there's no O-ring, the fitting has a 1/4 NPT thread, which is supposed to seal due to its taper. And, it pushes the large "ring" on the tube against the adapter, which is supposed to seal also.
Here's what the bottom of the dip stick tube looks like. And, just FYI, the dip stick is pushed all the way into the tube at that point, so that tells you where the oil runs with respect to the tube.
And, to show where the dip stick resides in the tube in a bit closer detail, I offer this. Note where the darker color starts - at the right edge of the "E", where it has been protected by the tube.

oh, okay...good deal..........got any good ideas on how to seal a drain plug up? I have tried every gasket out there and I rtv'd it this time and turned the engine on the stand on it's side so no oil is against the plug while rtv dries, I'll add the oil monday and see what happens, but i'M ABOUT OUT OF IDEAS this dang pan is not letting me out....I just want to put the motor in but not while i have issues with this pan

I'VE thought of that as well, I don't think the thread portion that is tack welded inside the pan is straight, meaning the pan is tweaked a tad as it doesn't allow the plug to seat on all sides at the same time, meaning plug is **** eyed a tad, I may thread a longer bolt in the pan and grab it with pliers and try and tweak the pan back straight.......otherwise it's hunt for a new pan I gotta fix this before I can put the motor in.

so the rtv deal seems to be working........as for next time, for me it wouldn't be a problem to suck the oil out.....how you ask? here at work we have a special oil drain/recovery system that'll suck the oil out through the dipstick, there are a few cars now coming through our shop such as land rovers that some don't have a oil drain plug so we have to suck the oil out with this special machine......however I still may try to seat the plug as I mentioned as for the average Joe they don't have the tool I do so I may try to repair it with that in mind.

Yes there is but I wouldn't call it a O ring. It's more like a little rubber sleeve. I have no idea where you could get one.
