My series 400 makes noise sometimes but not all. I am using the Saginaw pump. This is the first I have heard that they may have a problem. I am at the nationals here in Tennessee so will try to find out more out from mid fifty or cpp. Does the Saginaw have any kind of filter?

A filter is absolutly recomended when using a 400 series box. To get a hold of possible shavings from manufacturing as soon as possible.
They are great little ps boxes but they are having problems with cleaning them out before assembly. But its only a box once and a while, witch make me belive they have some quality issue in the manufacturing steps.

I really dought MF or CCP would mention anything.
Despite that I know for a fact that this problem has been addressed to them from several customers.

Saginawa has a fine wire mesh together with the overflow central valve.

Is it the box or the pump that is making noise?

Pump is making noise. But all the time. So maybe it sounds more like cavitation maybe?

I dont belive in cavitation, I belive in overflow control valve.

How is the power steering effort?
