Looks like you really need a new cinder block, however, if not an option as that's a pretty unusual piece, you could use the 60 lb type bag mortar or smaller boxed mortar to reset in the existing position. Versabond comes in bags for ceramic tile work but works well as a patch, or if trying to "glue" back the pieces, you could try this mastic below from HD.
