I would try what Mike said ^^^^^^^^. The wiring harness for the IPR runs under the fuel bowl to the passenger side of the bowl to a connector. That connector is where the fuel bowl and IPR harness plugs into the main engine harness. If you know for a fact you have no ground to the IPR, then the next step I would take trouble shooting this would be start tracing the wires back and see where you are loosing the ground to the IPR and why.

So when you dead headed it, you got just 200 psi both times? What did you get with both ports dead headed?

It does sound more like an electrical problem at this point. Have you tested continuity for the ground wire from the IPR to the PCM?
