Unhappy Fuel filter housing 97 Power stroke

Just purchased a 97 F250HD 4wd. Changed the fuel filter for the first time, and noticed some silt on the bottom of the fuel filter housing. Should I drain down the resevour and wipe it out, or is this normal?

Drain it down, using the yellow lever on the left-front of the canister. Then, once it's quite low, suction/wipe as much of the crud out as possible. Be careful though, there's a small wire down there you don't want to break.
