It is not a fuel filter on an 89, it is a single tank fuel reservoir with a check valve in it. In 86-87 they did have filter in them but in 1989 they moved the FI filter up by the high pressure pump. As said above you can buy a fuel filter for a older truck like a 1986 Bronco II and throw the filter away and use the "O" ring if it is leaking or needs to be cleaned out.
