I'm assuming you have two of them.
The end with the clamps goes on the axle, the other end bolts to the frame. You'll have to remove the jounce pad before installation.
As for drilling, you'll have to hold the top bracket up to the frame to see if the holes line up with holes in the frame, but I'm betting they don't and you'll need to drill some holes. Use grade 8 bolts to mount with. Also, my kit had a definite left side and right side, you can't switch them. Don't know if the Firestones are more generic or not. I'd also say the top bracket has been turned, it should be perpendicular to the axle mounts.
Actually, I see now there is no curve to the bottom bracket, which would be required to mount to the axle. It looks instead like it clamps to the leaf springs, in which case the top bracket will line up with the frame.
I think I found them - Ride Rite model 2071

well one right now waitin on the other
and i looked thru the instruction well at the pic for now for an idea, "looks" like the clamp end clamps to the over load spring? but that dont really looks right iv still gotta take em apart when i had my flat bef installed i think the cdnter hold down for it is in the way of the front bolt mount
