So I recently bought an 88 F-250. My trucks idle fluctuates and drops pretty low when I stop at a light. Can't figure out why. I replaced plugs, wires, ignition coil, air filter, and map sensor. Checked all the hoses for a vacuum leak. Didn't find one. My heater hoses are cut. This is what it looks like. Don't know if this has something to do with it.

 

Also can't pass emissions. They told me it was running to rich.
