If the exhaust manifold bolts haven't been replaced yet, they may all need to be.

I would take the truck to a mechanic for an inspection. I would also get quotes on what it would take to fix the issues, then make my offer based off what I learned.

Thanks for the replies everyone, but I stepped away from this one. I don't think its worth the time and money to fix this truck up again ...
