1996 PSD cranks no smoke, no tach
I usually don't drive my truck in the winter, but I needed too in the past week. I had issues with water in the fuel last Saturday, I drained the filter bowl and it ran great the rest of the day. So Friday, I decided to drive it cause it was warmer and weather was nice. I let it warm up about 15 min before leaving. I got about 1/4 mile from the house, and she quit cold. I drained the fuel bowl again, even though the light didn't come on. Never got it started. Towed it home, and now I'm trying to figure it out. Changed the fuel filter, cleaned the fuel inlet screen on the side of the fuel bowl, (former problem before). Good flow out of the schrader valve. Nut is on solenoid on back of HPOP. I pulled the connector on it and cleaned it. I had changed the cps a couple years ago when I had the plugged screen problem, so I put the old cps back in. The truck cranks with no smoke whatsoever, all guages work except the tach doesn't move when cranking. I also unplugged the filter heater, it is attached to the fuel filter bowl on the passenger side, correct?
Is there any sensors I can check with a voltmeter? Throw some ideas at me.

I've never had any luck with a cps from the parts store try a Ford one

About 3yrs ago I had problems with my truck dying. I replaced the cps then. It actually turned out to be the little screen entering the fuel bowl was plugged up. So I actually kept the old CPS. I switched them earlier today and took the other one back and warrantied it. Neither one helped.

I have disconnected the fuel bowl heater. I do get WTS light and I get power to the GPR wire that controls it. Does that mean my PCM is working? If any of the harnesses uner the valve covers are bad, will that prevent me from getting fuel to the whole system? I have absolutley no smoke, so I know I'm not firing the injectors.

The GPR wire does not control the WTS light. In any event, if you're getting a WTS light, your PCM is working.
A serious enough fault in the UVCH wiring can shut down injection completely. The IDM will do this to protect itself, esp. if there's a short between the GP wiring and the injector wiring. This won't affect fuel delivery, which is purely mechanical. Fuel will get down the rails, but there'll be no injection, and therefore no smoke.
Even with a brand new warrantied CPS, if it's not Ford/Motorcraft or International, it's iffy. A Ford/Motorcraft/IH CPS would be in order, just to rule it out (or in) as a suspect.
