Speedometer-odometer not working and horn blows continuously

Hey Guys
I have a '95 F-350 powerstroke. The speedometer and odometer are not working causing the trans to not shift properly. I have checked fuses. Changed the vss on the differential. To top it off the horn will start blowing continuously and I have to disconnect the batteries to silence it. Does anyone have any magic tricks for repair. I have read some 2012 posts about PSOM's going bad and such. I have not heard of any horn issues. Please help. I need to get this truck on the road.
Thank you for any help in advance.

It sounds like you may have some wiring issues in the column. I'd start checking for chaffing wires.

until you solve the issue, just disconnect the electrical connector at the horn, rather than disconnecting the batteries.
